Statement from the Vice-Chairman and Group CEO

4WARD – Progress with Purpose: accelerating our TechCo evolution
2025 marked a pivotal first year for our ‘4WARD – Progress with Purpose’ corporate strategy, which is fast-tracking Zain’s evolution from a predominantly mobile-centric operator into a purpose-driven, customer-centric, future-ready regional TechCo. Our commitment to sustainable growth that fulfils our purpose of ‘Better Lives and Lasting Connections’ is reflected in our listing on Boursa Kuwait’s Premier Market and local listings in Saudi Arabia, Iraq, and Bahrain, underlining our core duty to enhance value for all stakeholders.
The Board and executive management have worked closely to execute the 4WARD strategy and fully capture the opportunities in our markets by focusing on four key strategic pillars: Customer Delight, Digital Zain, Purpose & Action, and Collaborative Growth. Throughout 2025, disciplined CAPEX, OPEX and monetization management, combined with the accelerated momentum of our growth verticals – Fintech, ZainTECH and ZOI – drove our key financial indicators to their highest levels in over a decade.
Targeted investments totaling USD 1.5 billion in network expansion, technology upgrades, fiber deployment, subsea cables, and AI and emerging technologies strengthened our capacity to elevate the customer experience and address the growing digital needs of individuals, enterprises and governments. These strategic CAPEX investments were key to driving a 4% increase in our customer base, which now stands at 50.9 million, and a 13% YoY growth in data revenues to USD 2.8 billion, representing 37% of total revenues and reinforcing our market leadership across an increasingly competitive landscape.
With 4WARD now completing its first year, we are confident that it has already generated the momentum needed to accelerate Zain’s evolution into an impactful, leading regional TechCo. This strategy is strengthening our growth, deepening our relevance in shaping societies, and continuing to elevate the Zain brand to new heights.

Implementation of IAS 29
The Group’s Extraordinary General Assembly authorized the Board to utilize reserves and share premium to offset any accumulated losses arising from the adoption of International Accounting Standard IAS 29, Financial Reporting in Hyperinflationary Economies, for Zain Sudan. Consequently, the Board approved the transfer of a portion of the share premium balance to eliminate the retained earnings deficit. This strategic step addressed the long-standing audit qualification related to the prior non-application of IAS 29 and positively impacted the 2025 financial results, raising revenues by USD 119 million, EBITDA by USD 67 million, and net profit by USD 50 million, while restating 2024 full year results accordingly.

All our main operations recorded solid financial results in 2025, giving us confidence in our ability to sustain growth in 2026 and beyond. Zain Kuwait, the Group’s flagship operator, maintained its market leadership with revenue growth of 4%, supported by expansion in the government and enterprise segments and the launch of 5G-Advanced services that are enhancing the customer experience.
Zain KSA recorded its highest-ever revenue, driven by its 5G network, B2B growth, and the success of its digital operator, Yaqoot, and micro-finance fintech platform, Tamam. Zain Iraq’s revenue grew 20%, fueled by sustained commercial momentum, continued network deployment of nearly 1,000 new sites, and the successful diversification of revenues from its subsidiaries, Next Generation and Horizon.
In Sudan, the gradual restoration of the network, which saw 814 sites return to operation and brought 90% of the network in safe areas back online, drove exceptional customer and revenue growth, making it Zain’s most profitable operation in 2025. The launch of BEDE fintech services is proving life-enhancing for many communities in Sudan.
In Jordan and Bahrain, 5G expansion supported healthy revenue and customer growth, with their respective fintech platforms also delivering strong performance.
As a 5G leader across four markets – Kuwait, Saudi Arabia, Bahrain, and Jordan – underpinned by our fiber-to-the-home and subsea cable infrastructure, we will continue to invest at scale to maintain technology leadership, support customer growth, and capture new revenue opportunities.

The ‘4WARD – Progress with Purpose’ strategy sets Zain’s strategic direction from 2025 through 2030. Just over one year since launch, we have achieved meaningful progress across our technology platforms and priority growth verticals, demonstrating strong execution momentum and validating the strategy’s foundations.
In June 2025, Zain Kuwait’s launch of 5G-Advanced unlocked new horizons for Kuwait’s digital economy and innovation landscape, positioning the country as one of the first worldwide to deploy 5G-Advanced commercially. This pioneering move accelerated Kuwait’s progress as a regional digital hub and contributed significantly to Zain Kuwait’s revenue growth.
Through ZainTECH, we have accelerated our B2B digital and AI agenda, reinforcing Zain’s position as partner of choice for enterprises and governments. By collaborating with hyperscalers and global technology leaders, ZainTECH is advancing AI adoption, cloud migration, cybersecurity, data analytics, and digital transformation across the region, enabling clients to modernize operations, improve efficiency, and unlock new digital capabilities. Working closely with B2B teams across our footprint, this has driven overall enterprise growth of 13%, with ZainTECH recording revenue growth of 55%.
Similarly, Zain Omantel International (ZOI) has made significant strides in strengthening regional digital infrastructure and international connectivity, while playing a central role in expanding data center capacity and AI-ready infrastructure. Leveraging strategic partnerships in subsea cable systems linking Asia, Africa, and Europe, and access to more than 20 international submarine cables, ZOI has positioned Zain as a critical enabler of regional and cross-border digital traffic. ZOI’s revenue doubled in 2025, reflecting strong demand from hyperscalers, enterprises, and governments for resilient, high-capacity international connectivity, and we will continue supporting its expansion plans.
Scaling our fintech footprint remains a strategic priority. Zain now provides digital financial services across Saudi Arabia, Kuwait, Jordan, Iraq, Bahrain, and Sudan, serving both B2C and SME segments. We continue to broaden our offerings to include payments, remittances, micro-finance, and merchant and SME solutions, strengthening financial inclusion, increasing wallet engagement, and supporting SME digitization across our markets.
The launch and gradual expansion of Zain Insure in Kuwait, Bahrain, and Jordan, alongside strategic partnerships in Saudi Arabia, reflects our ongoing transition into a TechCo delivering customer-first digital solutions that enhance livelihoods and simplify everyday experiences. These services are gaining strong traction, with transaction volumes reaching 11.5 billion and fintech revenues rising 28% during 2025. Collectively, our growth verticals – Fintech, ZainTECH, and ZOI – generated USD 743 million in revenue in 2025, representing YoY growth of 67%, and we will continue to invest in and nurture their development.
Advancing digital infrastructure and tower strategy
Our tower infrastructure strategy remains an important enabler of our long-term growth. Following the step-up acquisition of the Kuwait tower network in late 2024, through which we acquired 100% of Zain Kuwait’s towers, we expect to make significant progress with our infrastructure expansion plans in 2026. Over the last five years, TASC Towers has operated as an independent digital infrastructure company, acquiring and managing the tower assets of Zain Jordan and Zain Iraq on a sale-and-leaseback basis.
Building on an agreement with Ooredoo Group, we expect to complete a key stage of the integration of TASC’s tower assets with Ooredoo’s tower network in the coming months. Once fully completed, the resulting combined portfolio of around 30,000 towers will position the region on the global telecom tower map, providing shared infrastructure services to multiple mobile network operators, improving capital efficiency, and contributing to a lower carbon footprint. This tower company will be a valuable entity in its own right, further enhancing shareholder value for both Zain and Ooredoo.
Digital monetization and youth-focused propositions
Our group-wide API and digital monetization platform, Dizlee, continues to scale rapidly. Offering innovative entertainment and gaming solutions, direct carrier billing, messaging, and digital authentication, Dizlee recorded revenue growth of 51% in 2025, with 289 live services across 58 active global OTT and solutions providers. This performance reflects strong partner confidence, increasing customer adoption, and provides a robust foundation for future growth.
We also recognize that digitally savvy, app-centric youth segments require differentiated experiences. Our digital operators are designed to meet these needs with tailored, app-based propositions. In Saudi Arabia, Yaqoot continues to gain momentum with attractive data and voice bundles. Our partnership with Red Bull Mobile in Kuwait, along with oodi in Iraq, are serving customers through digital-centric packages and market-leading app experiences. By offering these focused digital brands, we are strengthening engagement with younger customers and ensuring that Zain’s portfolio caters to diverse preferences across our footprint.
Accelerating AI-driven networks and operations
Zain made notable progress on its Artificial Intelligence agenda in 2025, pursuing a structured portfolio of AI proof-of-concepts and trials across its operations. Working closely with strategic partners, we are validating high-impact use cases in network operations, customer experience, and energy efficiency, including role-based copilots and scenario-based agents that support natural-language operations and maintenance, automated fault diagnosis, experience assurance, and intelligent energy-management.
These initiatives aim to shorten fault-resolution times, reduce complaints, and optimize engineering resources. The insights gained are shaping a clear roadmap for scaling AI capabilities across our networks in the coming years, further enhancing the resilience and efficiency of our infrastructure and the quality of our customer experience.
Regulatory engagement and compliance
As Zain’s footprint extends beyond traditional telecommunications into broader ICT and digital ecosystems, regulatory engagement and compliance have become even more critical to safeguarding operational continuity, investment sustainability, and long-term value creation. In 2025, regulatory frameworks across our markets evolved rapidly amid the convergence of 5G, cloud, AI, IoT, fintech, and data-driven business models. Regulators increased their focus on spectrum allocation and optimization, infrastructure sharing, competition, customer protection, cybersecurity, and data privacy, while aligning policies with national digital transformation agendas.
In this environment, Zain maintained a proactive regulatory posture, balancing robust compliance with strategic advocacy to enable innovation while mitigating regulatory risk. Our Regulatory Compliance Program (RCP) has now been successfully implemented across our footprint, further strengthening our regulatory frameworks and operational efficiency. We continue to engage with regulators through structured consultations, industry forums, targeted advocacy, and collaborative policy development, positioning Zain as a constructive partner in shaping forward-looking regulatory ecosystems.
Expanding insurance offerings
The launch of Zain Insure in Kuwait reflects our expanding role beyond connectivity and into digital financial and lifestyle solutions. By leveraging our innovation capabilities and trusted customer relationships, Zain Insure provides simple, convenient digital insurance offerings. We are gradually extending these services to Bahrain, Iraq, Jordan, and Saudi Arabia, covering motor, device, and other insurance products aligned with local market conditions.
Our strategy is to partner with capable insurance entities to drive growth in this attractive new business vertical, while reinforcing our positioning as a TechCo focused on customer-centric solutions that add value to everyday life.
Advancing our ESG leadership

Net-Zero Carbon
2050 Target
Zain achieved significant progress across its Environmental, Social and Governance (ESG) agenda in 2025. We recorded upgrades in multiple global ESG indices, highlighted by an improvement in our MSCI ESG rating from ‘BBB’ to ‘A’ in September 2025. We also performed above the global telecom sector average in the S&P Global ESG Index and surpassed the global average in the FTSE4Good Index.
A major milestone was the approval of Zain’s Net-Zero targets by the Science Based Targets initiative (SBTi), validating our Group-wide commitment to achieve net-zero greenhouse gas emissions across our value chain by 2050. We believe that addressing climate change must be a priority for every organization and individual, and we are determined to demonstrate that sustainable growth and climate leadership go hand in hand. Our ‘A’ score from CDP reflects the rigor, transparency, and action embedded in our climate governance and operations.
On the social dimension, ESG translates into competitive advantage through talent, inclusion, and gender diversity at scale. Building an inclusive culture and a future-ready workforce enhances execution and customer experience.
Initiatives such as our WE ABLE 2030 disability inclusion program, BE WELL mental wellbeing initiative, IDE University, and our Gender Diversity vision illustrate our deliberate approach to supporting our people and ensuring that digital progress leaves no one behind. These milestones reinforce Zain’s commitment to sustainability and robust governance and have taken our ESG leadership agenda to new levels.
Investing in venture capital funds and the startup ecosystem
Our venture investment arm, Zain Ventures, continues to deliver strong strategic and financial contributions. By the end of 2025, Zain Ventures had invested approximately USD 156 million directly into startups at various growth stages and through leading venture capital funds. The portfolio includes high-profile, high-growth companies such as Revolut, SpaceX, xAI, and others that are contributing to long-term shareholder value. We will continue to evaluate exit opportunities as they arise and seek new investments in high-growth companies across different industries and stages of development.
We are equally focused on nurturing internal innovation. Through our internal innovation platform, ZAINIAC, employees are encouraged to submit, share, and collaborate on new ideas, fostering intrapreneurship and creativity within the company. We provide mentoring, workshops, and funding for selected initiatives to turn ideas into viable businesses. In May 2025, ZAINIAC incubated and funded its first startup, ACTLY, founded by Zain employees, an AI-focused company delivering personalized customer experiences through AI agents that combine real-time insights, behavioral analytics, and predictive reporting to support better decision-making.

Scaling Zain Great Idea regionally
Our award-winning tech startup accelerator, Zain Great Idea (ZGI), launched 16 years ago in Kuwait to help promising early-stage ventures scale into investable businesses, reached an important milestone in 2025. Now powered by Zain Ventures and ZainTECH, ZGI expanded beyond its Kuwait-centric roots to invite applications from innovators across six Zain markets: Kuwait, Bahrain, Iraq, Jordan, Saudi Arabia, and the UAE.
This regional expansion demonstrates how a Group-wide accelerator can bridge local innovation with regional and global markets. By supporting startups, exposing them to the Silicon Valley ecosystem, and convening investors and decision-makers on a single platform, ZGI is playing a long-term role in converting ideas into investable ventures and strengthening the region’s innovation ecosystem.

Guiness World Record in Digital Health

In 2025, Zain Kuwait achieved a Guinness World Record for enabling the farthest remote robotic surgery between a surgeon and a patient, connecting Kuwait and Brazil across a distance of 12,034.92 km. Conducted on 23 September 2025, this intercontinental procedure showcased the capabilities, resilience, and precision of our digital infrastructure, requiring a secure, high-bandwidth international link and consistently low latency.
This achievement, delivered in collaboration with national partners including the Kuwait Foundation for the Advancement of Science (KFAS) and Zain Omantel International (ZOI), illustrates how advanced connectivity can support high-stakes use cases that improve lives. Supporting Kuwait’s transformation into a regional digital hub
Guided by the directives of His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, Zain Group remains committed to advancing Kuwait’s transformation into a regional hub for the digital economy and helping to cultivate an attractive, private-sector-led investment environment. In May 2025, this commitment was reflected in our engagement at Zain’s headquarters with John Lee KaChiu, Chief Executive of the Hong Kong Special Administrative Region of the People’s Republic of China, underscoring the importance of international collaboration in accelerating national digital priorities.
Discussions focused on expanding digital transformation initiatives, enhancing telecommunications infrastructure, and unlocking new avenues for growth in areas such as 5G and the Internet of Things, alongside potential strategic partnerships to support long-term competitiveness.
The dialogue also explored the role of emerging technologies and innovation – including AI and advanced R&D capabilities – in building resilient digital economies. This engagement provided an opportunity to showcase our ‘4WARD – Progress with Purpose’ strategy and reaffirm Zain’s role in building future-ready digital foundations across Kuwait and the wider region.

I would like to close by expressing my sincere appreciation, on behalf of the executive management team, to the people who power our progress. Looking ahead to 2026, our priority is to build on the strong first-year momentum of 4WARD and accelerate its execution across the Group. We will continue advancing our evolution into a TechCo by scaling network investments, strengthening digital platforms and capabilities, pursuing strategic growth opportunities, and developing the talent and operating model required to deliver at speed. Through deeper collaboration across our markets and with our partners, we aim to convert early momentum into sustainable, measurable progress, keeping Zain at the forefront of digital transformation in a fast-evolving mobile and ICT landscape and creating lasting value for all stakeholders.

In remembrance of Elfatih Erwa, Managing Director of Zain Sudan
[1950-2025]
In April 2025, we mourned the passing of our dear colleague, Elfatih Erwa, Managing Director of Zain Sudan, whose leadership and character shaped the company’s journey for 17 years. His loss was deeply felt across the business, and our thoughts remain with his family, loved ones, and the Zain Sudan team.
Elfatih left behind a legacy defined by steadfast leadership, calm strength in adversity, and profound commitment to people. Widely regarded as one of the most influential ICT leaders in North-East Africa, he inspired many through his warmth, care, and personal interest in those around him. To countless colleagues, he was a father figure whose energy and optimism helped nurture and motivate a generation of professionals.
His impact extended beyond the company, advancing key milestones for Zain Group, including the Group’s strategic evolution in Africa and the separation of the Sudan and South Sudan operations, while ensuring that Zain Sudan continued to move decisively into the digital era and sustain its meaningful role in society. Internationally, he was recognized as a pioneer in leveraging technology for community development, extending communications services under the most challenging conditions, particularly in remote areas, to connect and empower marginalized communities.
Throughout the crisis in Sudan, Elfatih remained resolute, supporting teams operating in extreme circumstances and prioritizing service continuity as a lifeline for the Sudanese people. His wider public service reflected the same convictions, including contributions aligned with the United Nations Sustainable Development Goals and initiatives that promoted stability, supported peacebuilding, and delivered tangible outcomes across education, health, and economic development. We remain proud and grateful for Elfatih’s rich legacy, which united professional excellence with deep humanitarian commitment. May his soul rest in peace.
